Experts who have shaped the development of social security in Switzerland had varying scientific qualifications and pursued differing professions. Researchers and experts were, and are, active in international bodies and professional or political associations, and/or work in vocational training or higher education institutions. They bring their own notions and ideas into the debates, and often combine expertise with sociopolitical commitment; they want to bring their expertise to the fore in the political realm. The proportion of female experts has been high, not least because certain occupations related to social policy, in particular social work, emerged as women’s professions.
